RNP signs partnership with the PoP in Rio de Janeiro


On October 8th, the National Education and Research Network and the National Laboratory of Scientific Computing (LNCC) signed a partnership for the operation of the Point of Presence of the academic network in Rio de Janeiro (PoP-RJ). Nelson Simões, RNP's CEO, explains that the aim of this kind of agreement is "establishing excellence criteria for the operation of and development of projects with the PoPs, by means of previously agreed work plans." The partnership was signed in LNCC's headquarters, in Petrópolis (RJ), by Marco Antônio Raupp, the director of this institute, and Nelson Simões. Alexandre Grojsgold, RNP's operations director, and Nelson Ramos Ribeiro, administrative coordinator of the PoP-RJ, participated as witnesses.

Signing partnerships with the PoPs is part of the strategy being devised by RNP with the aim of ensuring the functionality of the academic Internet network and technologic prospecting. This process started with RNP's institutionalization and was intensified after a management contract was signed with the Ministry of Science and Technology (MCT), in March 2002.

All of RNP's Points of Presence are operated by higher education institutions, research units, and foundations that support research. The LNCC has been responsible for the PoP-RJ since the beginning of the Brazilian academic network, in the early 1990s. The " Cooperation Pact for Scientific Development," as it is called, consolidates this partnership, describing the rights and obligations of both parties. The PoP-RJ was the first in RNP's net to sign this agreement. The partnership will last four years.

PoPs must follow annual work plans

The partnerships between the PoPs and RNP predict the definition of annual work plans, which must include: 1) object and goals to be reached; 2) performance indicators; 3) participants' attributions; and 4) description of the activities, conditions and ways of carrying them out. For the PoP to function and carry out the projects predicted in the work plan, RNP lends equipment and software to the institution responsible for the Point of Presence.

According to the terms of the partnership, it is up to RNP: to maintain the interconnection infrastructure among the PoPs; to qualify the technical team responsible for the operation of the PoP; to maintain the hardware and software platforms considered essential to the operation of the PoP with efficiency and quality; and to pay the expenses related to the activities predicted in the work plan, as previously agreed by the parties.

It is up to the institution responsible for the PoP to promote the PoP's hosting and operation infrastructure (physical and logical conditions); to allocate and pay for the technical and administrative personnel necessary to the functioning of the PoP; to ensure that the work plan is being followed; to ensure the participation of its technical staff in qualification events promoted by RNP; to keep control of the assets lent by RNP and the collaborative research projects, according to the responsibility term signed between the parties, and to report directly to RNP concerning any of these matters.
